             (2) The Commission shall, in accordance with the
provisions of this section, review the number and boundaries of the
constituencies into which Saint Vincent and the Grenadines is
divided including consideration as to the alteration thereof, shall make
reports on such review, and shall submit such reports to the Speaker
for presentation to the Assembly in accordance with this section.
             (3) In conducting such review and preparing such
reports as are referred to in subsection (2) of this section, the
Commission shall pursue the objective that all constituencies shall
contain as nearly equal numbers of inhabitants as appears to the
Commission to be reasonably practicable, but the Commission may
depart from this principle to such extent as it considers expedient in
order to take account of the following factors, that is to say-
(a)
the density of population and in
particular the need to ensure adequate
representation of sparsely populated rural
areas;
the means of communication;
geographical features, particularly with
respect to the Grenadines; and
the boundaries of existing administrative
areas.

either-
Reports under subsection (2) of this section shall
(a)
show the alteration of the number or
boundaries of constituencies into which the
Commissionrecommends that Saint
Vincent and the Grenadines should be
divided to give effect to the provisions of
subsection (3) of this section; or
state that, in the opinion of the Commission,
no alteration is required to the existing
number or boundaries of constituencies.
(b)
            (5) Reports under subsection (2) of this section shall
be submitted by the Commission-
