BILL FOR AN ACT to enact a new Constitution for
the Sovereign Democratic State of Saint Vincent and
the Grenadines.
Preamble.
WHEREAS it is enacted in the 1979 Constitution of Saint Vincent and
the Grenadines, Schedule 1 to The Saint Vincent Constitution Order
1979(a), which may hereinafter be referred to as the former
Constitution, by subsection (1) of section 38, that Parliament may alter
any of the provisions of that Constitution or of the Supreme Court
Order(b) ;
AND WHEREAS it is enacted by subsection (2) of section 38 of the
former Constitution that a bill for an Act of Parliament to alter any of
the provisions of the former Constitution or of the Supreme Court
Order shall not be regarded as being passed by the House of Assembly
unless on its final reading the bill is supported by the votes of not less
than two-thirds of all the Representatives;
AND WHEREAS it is enacted by subsection (3) of section 38 of the
former Constitution that a bill for an Act of Parliament to alter
section 38 and certain other provisions of the former Constitution and
certain provisions of the Supreme Court Order, all deeply entrenched
provisions, shall not be submitted to the Governor-General for his
assent unless-

there has been an interval of not less than ninety days
between the introduction of the bill in the House of
Assembly and the beginning of the proceedings in the
House on the second reading of the bill; and
after it has been passed by the House the bill has been
approved on a referendum by not less than two-thirds of
all the votes validly cast on that referendum;
